The programming on PCTV is limited only by the imagination of the people who create it. PCTV provides the opportunity for City of Pittsburgh residents and city based non-profit organizations to produce non-commercial television programming for air on Comcast's Channel 21.

PCTV has been providing an invaluable service to Pittsburgh since 1981, when Warner Cable, the initial operator of the city cable system, began community television with several studios throughout the city. When Warner sold the cable system to TCI in 1984, plans were made to have the community television system managed by an independent non-profit corporation. PCTV officially assumed these responsibilities at a location on Pittsburgh's North Side on December 1, 1986.

Major funding for PCTV is now provided by Comcast. Other funding comes from generous individual donors, corporate and foundation grants.
